[][Refine WiFi Tx QoS for Panther/Cheetah]

[Description]
Add some processing to refine WiFi DBDC Tx QoS
for Panther/Cheetah.
If Without this patch, the WiFi Tx traffic might
be re-routed into wrong WDMA rings.
