[][Kernel][mt7988][eth][Add Ethernet clock config]

[Description]
Add Ethernet clock configurations which is suggested by
clock owner - Xiufeng.

If without this patch, some Ethernet/WED functions won't
work after removing mt7988-clkitg.dtsi.
