[][[Merlin][AX3000][MT76][WiFi][IOT]VivoX80 2G HE20 WPA2/3 connect DataRate MCS15, so TCP Tx/Rx/Bid Throughput not meet spec]

[Description]
Fix association response including HE capabilities IE if station sent
out invalid HE capabilities IE.
If associated station sent out an invalid HE capabilities IE, hostapd
will not fetch HE capab and config it to mac80211 layer. While hostapd
still include HE capabilities IE in the association response, it results
station still use HE mode to connect. This patch is created to fix the
incorrect association response.
