[][kernel][mt7988][eth][Correct XGMAC preparation function when using an external 1G/2.5G PHY] [Description] Refactor XGMAC preparation function when using an external 1G/2.5G PHY. Without this patch, the XGMAC will not disable TX/RX after system boot when an external 1G/2.5G PHY is being used.
