[][MAC80211][WiFi7][app][convert mwtcl cmd to mt76 internal debug cmd]

[Description]
Add support convert two mwctl commands to mt76 internal debug commands.
The purpose of this commit is to support receiving mwctl command from
CAPI for WiFi7 R1 cert.

The conversion shows as below:
1. iwpriv %s set txbftxsndinfo=1:0:0:f -> echo 1:0:0:f >
/sys/kernel/debug/ieee80211/phy0/mt76/band0/bf_txsnd_info
2. mwctl %s set muruDbgInfo=64-1 -> echo 64-1 >
/sys/kernel/debug/ieee80211/phy0/mt76/muru_dbg
