[Description]
Fix panic issue with Gangload mode during the Aquantia firmware
download.

In certain critical cases, the Gangload thread might execute before
initializing gangload_phydevs. As a result, the kernel will panic
due to a pointer dereference error.

Without this patch, the kernel may occurs panic during the booting
procedure.
