[][Kernel][mt7988][eth][Increase drop threshold and disable dummy page]

[Description]
Add adjustments for NETSYS global configuration:
    - Increase PSE free buffer drop threshold to 0x60
    - Disable PSE dummy page mechanism

If without this patch, some harsh performance tests might
run into PSE hang issue.
