[][kernel][mt7988][hnat][Correct maximum rate limit criteria for the qdma_txqX and qdma_schX commands] [Description] Change maximum rate limit criteria for the qdma_txqX and qdma_schX commands. Without thit patch, the both of qdma_txqX and qdma_schX commands cannot block operation when user trying to set invalid maximum rate limit.
