[][MAC80211][WiFi6][hostapd][ACS: remove chan/freq list check when scan request and factor calculation] [Description] Remove chan/freq list check when scan request and factor calculation in ACS. Channels not in the list will not be scanned and their factor will not be calculated. However in some conditions these channel's factor is needed.
