[][kernel][common][eth][Decrease the USXGMII dumping range for the NETSYS SER]

[Description]
Refactor the USXGMII dumping range for the NETSYS SER.

Without this patch, the NETSYS SER will dump too many unnecessary
USXGMII registers.
