[][kernel][common][eth][Fix Aquantia PHY setting loss issue for firwmare download] [Description] Fix Aquantia PHY setting loss issue for firmware download. The firmware download task will re-configure PHY setting when firmware download completed. If without this delay loop, the re-configured setting might be overwritten by firmware.
