[][kernel][common][hnat][Fix the conditions for NAT66 binding] [Description] Fix the conditions for NAT66 binding. In the NAT66 scenario, packets forwarding was interrupted due to incorrect binding HNAT entry on Panther/Cheetah. This patch fix it.
