[][kernel][common][eth][Refactor polling idle condition of the GDM/MAC FSM] [Description] Refactor polling idle condition of the GDM/MAC FSM. Designer suggests treating FSM values 0x01010000 and 0x01010100 as MAC idle. Without this patch, the polling idle function is unable to accurately detect errors in the FSM.
