[][kernel][mt7988][eth][Refactor the infrastructure of the NETSYS SER monitor and enhance the detection rules for ADMA_RX, GDM_RX, and QDMA_TX] [Description] Refactor the infrastructure of the NETSYS SER monitor and enhance the detection rules for ADMA_RX, GDM_RX, and QDMA_TX. 1. We restored the checking value in the eth structure instead of using static variables. 2. We fixed the ADMA_RX false alarm by adding a check for the RSS rings. 3. We fixed the GDM_RX false alarm by adding a check for an unchanged rx_cnt. 4. We fixed the QDMA_TX false alarm by adding a check for the PSE_P5_FC. Without this patch, users might encounter SER false alarms during full load testing.
