[][Fix duplicate vlan tag in mtk_sw_nat_hook_tx]

[Description]
Fix duplicate vlan tag in mtk_sw_nat_hook_tx.

When pkts forward to wifi, HNAT info about VLAN will be filled in skb_to_hnat_info and mtk_sw_nat_hook_tx respectively.
This will cause the pkts to be added with two layers of VLAN and cannot be forwarded.
