IMPORT: xxhash: update xxHash to version 0.8.2 Peter Varkoly reported a build issue on ppc64le in xxhash.h. Our version (0.8.1) was the last one 9 months ago, and since then this specific issue was addressed in 0.8.2, so let's apply the maintenance update. This should be backported to 2.8 and 2.7.
