DOC: fix TOC in starter guide for subsection 3.3.8. Statistics

This subsection has been moved from 3.4.9 to 3.3.8 somewhere along
2.4, but the TOC has not been updated - resulting in a invalid
anchor in the HTML version.

Needs to be backported to 2.4+
