MINOR: mux-h2: make the max number of concurrent streams configurable per side For a long time the maximum number of concurrent streams was set once for both sides (front and back) while the impacts are different. This commit allows it to be configured separately for each side. The older settings remains the fallback choice when other ones are not set.
