REGTEST: ssl: mark reg-tests/ssl/ssl_crt-list_filters.vtc as broken

This regtest requires a version of OpenSSL which supports the
ClientHello callback which is only the case of recents SSL libraries
(openssl 1.1.1).

This was reported in issue #944.
