REGTESTS: Skip http_splicing.vtc script if fast-forward is disabled If "-dF" command line argument is passed to haproxy to execute the script, by sepcifying HAPROXY_ARGS variable, http_splicing.vtc is now skipped. Without this patch, the script fails when the fast-forward is disabled.
