BUILD: mention in the Makefile that USE_PCRE_JIT is for libpcre >= 8.32 JIT was introduced in 8.20 but it's said everywhere that it was significantly improved in 8.32. Let's not tempt users of older versions then. BTW the patch was developped on 8.32.
