CLEANUP: makefile: update the outdated list of DEBUG_xxx options
A few options didn't exist anymore (FSM, HASH) and quite a few ones were
added since last update (MEM_STATS, DONT_SHARE_POOLS, NO_LOCKLESS_POOLS,
NO_LOCAL_POOLS, FAIL_ALLOC, STRICT_NOCRASH, HPACK.
