MINOR: connections: Don't mark conn flags 0x00000001 and 0x00000002 as unused.

Remove the comments saying 0x00000001 and 0x00000002 are unused, they are
now used by CO_FL_SAFE_LIST and CO_FL_IDLE_LIST.
