BUILD: makefile: support DEVICEATLAS_CFLAGS and DEVICEATLAS_LDFLAGS The CFLAGS and LDFLAGS appended by USE_DEVICEATLAS can now be overridden using DEVICEATLAS_CFLAGS and DEVICEATLAS_LDFLAGS.
