Clarify CONFIG_SYS_I2C_EEPROM_ADDR_OVERFLOW in Kconfig
This is a "hex" prompt but the default value was given as an int.
Switch the default to hex (0x0) and remove the defconfigs that were
using the default, but as hex before.
