omap4: Remove duplicate CM_L3INIT_USBPHY_CLKCTRL reference and whitespace

This removes a duplicate reference to CM_L3INIT_USBPHY_CLKCTRLin
enable_basic_uboot_clocks. Also, a doubled whitespace is removed.
