arm: mvebu: Add basic Armada XP / 38x dtsi/dts files

These will be needed by the upcoming DM (driver model) support for
the Armada XP / 38x SoC's. This will provide DT based probing.

The dts files are copied 1:1 from the Linux kernel release v4.2.
