serial: s5p: Use IS_ENABLED where appropriate
There are no SPL/TPL variants of CONFIG_CLK_EXYNOS and
CONFIG_ARCH_APPLE, so switch from CONFIG_IS_ENABLED to
IS_ENABLED.
