arm64: zynqmp: Do not enable IPI by default ZynqMP mini configurations are not using IPI driver and enabling this is adding additional ~1200 Bytes (depends on configuration). This ends up in situation that there is no enough space in OCM for relocation that's why disable this driver for all mini configurations.
