clk: mediatek: mt7988: move INFRA_PCIE_PERI_26M_CK_Px clock at top

Move INFRA_PCIE_PERI_26M_CK_Px clock at top of the infracfg gates
in preparation for support of OF_UPSTREAM to have a 1:1 match with
upstream clock ID.
