Correct SPL use of PG_WCOM_UBOOT_UPDATE_SUPPORTED

This converts 1 usage of this option to the non-SPL form, since there is
no SPL_PG_WCOM_UBOOT_UPDATE_SUPPORTED defined in Kconfig
