net: mv88e61xx: fix autonegotiation on ports
phy_reset should be called before autoneg is setup
The only boards using MV88E61XX_SWITCH are:
- alliedtelesis/SBx81LIFKW
- alliedtelesis/SBx81LIFXCAT
- gateworks/gw_ventana
