pci: layerscape: move PCIE related CONFIG to PCI Kconfig

move the PCIE related config from arch Kconfig to PCI Kconfig.
As the PCI_LAYERSCAPE driver is being used in platform other than
fsl-layerscape platforms like ls102xa.
