scripts: refetch scripts/setlocalversion from Linux 3.16
Now we have CONFIG_LOCALVERSION and CONFIG_LOCALVERSION_AUTO
in Kconfig so we can use scripts/setlocalversion without
any adjustment. Copy it from Linux 3.16 as is.
