arc: Use -mcpu=XXX instead of obsolete -marcXXX With newer ARC tools old way of CPU specification gets obsolete, so we're switching to newer and more common way of setting "-mcpu". Signed-off-by: Alexey Brodkin <abrodkin@synopsys.com>
