PowerPC: Stop re-using CONFIG_SPL_TEXT_BASE for TPL

Rather than checking for CONFIG_TPL_BUILD and then re-defining
CONFIG_SPL_TEXT_BASE make use of CONFIG_TPL_TEXT_BASE directly.
