[rdk-b][mt7986][wifi-hal][Refactor NeighboringWiFiStatus and NeighboringWiFiDiagnosticResult2]

[Description]
Refactor NeighboringWiFiStatus and startNeighborScan.
Call startNeighborScan first and then call NeighboringWiFiStatus to get the scan result.
NeighboringWiFiStatus should be implemented in the same way of another scan function, NeighboringWiFiDiagnosticResult2, excluding iw command option.
