[[logan][RDKB]fix 6G ext_ch/channelsInUse dmcli test issues]

[Description]
Fix the wrong results that 6G dmcli get ext_ch and channelsInUse

Solution:
1)refine the ext_ch getting flow, compare the center ch and primary ch;
2)use wifi_getRadioOperatingChannelBandwidth to get the current bw in
channelsInUse getting flow
