[rdk-b][mt7986][wifi-hal][Refactor RadioPossibleChannels and setRadioChannel]

[Description]
Refactor RadioPossibleChannels and setRadioChannel.
1. Remove no IR, channel NO.68 and 96 in possible channel list. Channel 68 and 96 only allow bandwidth 20MHz, we almost don't use these two channels.
2. Function, setRadioChannel only write channel to hostpad config, and accept channel 0 (ACS) as special case.
3. Fix some dfs function bugs.
4. setRadioCenterChannel add tri-band and HE support.
