[rdk-b][mt7986][wifi-hal][Add GuardInterval functions] [Description] Add GuardInterval functions. And record GI value in the file. The function getRadioGuardInterval and setRadioGuardInterval is deprecated, So I implement them just call the corresponding new functions.
