[rdk-b][mt7986][wifi-hal][Refactor get and set radio mode functions] [Description] Add hal get and set radio mode functions to support ax mode, the old set and get mode function did not support ax. The parameter pureMode is a bitmap, means which mode is enable for the radio. bit 0 -> mode a, bit 1 -> mode b, bit 2 -> mode g, ...
