SPM: Migrate mem attr get/set helpers to SPRT
The old SMCs SP_MEMORY_ATTRIBUTES_{GET,SET}_AARCH64 have been removed in
favour of SPRT_MEMORY_PERM_ATTR_{GET,SET}_AARCH64.
