docs(intel): add Sieu Mun and Benjamin Jit Loon as maintainers
Add Sieu Mun Tang and Benjamin Jit Loon Lim as new
Intel SocFPGA platform maintainers and remove the
rest of the Intel SocFPGA platform maintainers.
