synquacer: Enable PSCI framework

PSCI framework uses SCPI driver to communicate to SCP firmware for
various power management operations. Following PSCI operations are
supported:
- CPU ON
- CPU OFF
- CPU STANDBY
- SYSTEM RESET
- SYSTEM OFF
