refactor(mediatek): update EMI stub implementation Refactor EMI stub implementation with following changes. - Move the SiP call handlers to TF-A upstream. - Move EMI definition used by APUSYS to platform_def.h. - Remove CONFIG_MTK_APUSYS_EMI_SUPPORT.
